1 RULES
1.1 The regatta will be governed by The Racing Rules of Sailing, as modified by the NWYRC Notice of Series, this Notice of Race, and the Sailing Instructions for this Regatta.
1.2 Class rules shall be observed and enforced by the competitors, except that competitors may use a “club sail” in place of a class approved sail, provided it is of the same dimensions, of similar construction, and provides no added advantage.
1.3 In the event of a protest, boats are exempted from displaying a red flag (this modifies Opti Class rules).
1.4 These changes will appear in full in the Sailing Instructions. The Sailing Instructions may also change other racing rules.
2 ELIGIBILITY
2.1 The regatta is open to boats of the 420 (white sails), Laser (Standard, Radial, 4.7), 29er, and Optimist (RWB and Green) classes whose crews meet the eligibility criteria defined in the NWYRC Notice of Series. The age rules of the Optimist Class shall apply.
2.2 Fleets must have three (3) boats registered by Thursday, June 23 to qualify for a start.
2.3 Classes not mentioned above with at least five (5) boats sailed by eligible NWYRC competitors may petition for entry. Additional classes are subject to the same cut off and registration dates.
2.4 All sailors must be registered with the NWYRC. Click Here to register (It’s FREE!).
3 REGISTRATION & ENTRY
3.1 An entry fee of $80 for double-handed classes (per boat) and $40 for singlehanded classes (per boat) shall be collected in advance of the regatta online through Regatta Network.
3.2 Optimist Green Fleet sailors shall have a reduced entry fee of $25 per sailor.
3.3 Entry fee includes breakfast both days, lunch both days, Saturday night dinner, and snacks following racing on Sunday.
3.4 Additional meals are available for purchase during online registration at a cost of $20 per person for all meals listed above. Additional meal packages may be available for purchase on Saturday morning.
3.5 Competitors shall register online via regatta network. Entries must be received by midnight on Thursday, June 23, 2016, otherwise, a $10 late fee per competitor will be charged.

5 Sailing Instructions
Sailing Instructions will be available for pick up at 10:00am at the registration table.
6 RACING AREA
6.1 Race courses will be located on the Willamette River between the Ross Island and Sellwood Bridges.
7 NUMBER OF RACES
7.1 Ten (10) races are scheduled for all classes during the two day regatta, conditions permitting.
7.2 A minimum of one race shall constitute a regatta.
8 SCORING
8.1 Results of this regatta will count toward the 2016 NWYRC Summer Series overall standings.
9 SUPPORT & SPECTATOR BOATS
9.1 Except in the case of emergencies, support and spectator boats must remain a distance of 75 feet from the racing area at all times, and shall not cause significant wake in the racing area. Due to the very small size of the Willamette River, we STRONGLY DISCOURAGE spectator boats.
9.2 Coaches and spectators must carry a working VHF radio tuned to channel 68 and be ready to provide assistance to competitors if hailed.
9.3 Coaches, spectators, and race committees will be asked to attend a brief safety meeting at 11:00am on Saturday.
10 SAFETY
10.1 Competitors are required wear a US Coast Guard (USCG) approved Type III personal flotation device (PFD) while on the water other than for brief periods while adding or removing clothing.
10.2 Competitors shall carry a bowline of at least 20’ at all times while racing.
11 BOAT STORAGE
11.1 Competitors’ boats may be stored at Willamette Sailing Club on Friday and Saturday nights in an area designated by the Regatta Organizers. Coach and Support Boats can be kept in the water at WSC as well.
12 PRIZES
12.1 Prizes will be awarded based on the number of entries.
12.2 All Green Fleet sailors will receive a particpation award.
13 LODGING (CAMPING)
13.1 There is camping available at Willamette Sailing Club for free on both Friday and Saturday evening. Please contact the regatta chair ahead of time to make arrangements. WSC’s facilities include hot showers.
14. CHARTERS
14.1 There are a limited number of 420 and Opti charters available for this regatta. Boats will be allocated on a first come, first served basis. There is no charter fee. Sailors are expected to return the boats in good working order at the conclusion of the regatta. Contact the regatta chair about charters.
